Byung Seon JEONG is a policy maker with 30 year experience as a senior government official working for the Ministry of Science and Technology and OECD since 1991. Work experiences in the Korean government and OECD provide him with capabilities for managing projects and analyzing various policy issues related with science and technology policy.

GIZ / Head of Digital Development Programme

Björn Richter is the Head of Digital Development Programme at the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). He is currently heading the GIZ Sector Programme Digital Development, advising German Development Cooperation to utilizes digital technologies for leap-frogging. His team of tech-experts is supporting German Federal Ministry for Economic Cooperation and Development and partners from developing countries to develop innovative digital projects and new approaches to utilize digital transformation for development.
